The Florida Automobile Joint Underwriting Association (FAJUA) was created by the Florida Legislature in 1973 to serve as the state's insurer of last resort for licensed drivers and vehicle owners who are unable to obtain auto liability or physical damage coverage in the private market. It operates as a shared, statutorily created risk pool rather than a private company — every insurer authorized to write automobile insurance in Florida is required by law to participate in and help fund it. Because it exists to cover higher-risk drivers who have been turned away by private carriers, FAJUA's rates are generally higher than those available in the standard or non-standard private market. Coverage is placed through licensed agents on behalf of applicants who qualify.
