It operates as a shared, statutorily created risk pool rather than a private company — every insurer authorized to write automobile insurance in Florida is required by law to participate in and help fund it. Because it exists to cover higher-risk drivers who have been turned away by private carriers, FAJUA's rates are generally higher than those available in the standard or non-standard private market. Coverage is placed through licensed agents on behalf of applicants who qualify.
