About Citizens Property Insurance Corporation
Citizens Property Insurance Corporation is a not-for-profit insurer created by the Florida Legislature in 2002 through the merger of the Florida Windstorm Underwriting Association and the Florida Residential Property and Casualty Joint Underwriting Association. It exists to provide windstorm and property coverage to Florida homeowners who are unable to find coverage in the private insurance market, functioning as the state's insurer of last resort rather than a conventional for-profit carrier. Citizens is overseen by a state-appointed Board of Governors alongside the Florida Office of Insurance Regulation, and its policy count has risen and fallen over the past two decades as private-market capacity has expanded and contracted.
